TIFF is the better format.

Both JPG & GIF are "lossy" formats that save reduced color gamuts (number of possible colors available). Also, scan in RGB rather than CMYK, which contains more possible colors than the latter.

For a 4-color (full color/CMYK) print, you'll want a final product that is 300dpi at the final size, so scan at a higher resolution than you need, make any corrections, resize it to the final required size & convert to CMYK.

If you're scanning a full color image that was previously screen printed-rather than a regular photographic print (like from a book, etc)- you may find you have a strange pattern-called a moiré; if so, try rotating the image a bit on the scanner plate before scanning.

When reducing the size, you may want to put a slight gaussian blur on the image before reducing to your final size, then sharpen the image w/"unsharp mask".
