The substance with the lowest known melting temperature is the noble gas helium.

Helium will not freeze at atmospheric pressures, but will freeze at about 1K (-272oC) when pressure is increased to 2.5 MPa (about 25 times atmospheric pressure).

Due to helium's small Atomic Mass, and relative insucceptibility to dispersion forces, it is unlikely that there is a substance with a lower melting temperature.

Water's melting point is when it changes from ice to water, at 32 degrees Fahrenheit. So, basically all metals would. For example, to melt steel it would be about 1800 degrees I believe.

When does a substance changes from a solid to a liquid?

A substance changes from a solid to a liquid at the substance's melting point. This is a different temperature for every substance. For example, water (ice) melts at 0oC, whereas gold melts at 1,064oC.
