For a citizen to be qualified to run as barangay captain he must be a resident of the barangay he seeks the position for. If he is not a resident, he can't be elected.

Telll your child you r sorry that they didnt win but that is life Tough Unfortuneately that's life. Almost all elections are in large part a popularity contest. If I were to run for an office, my family would support me regardless of whether or not I was qualified. It's often the same in almost any election.
