Some delegates thought that the citizens should choose the president but others thought that the national government should. They compromised and made the Electoral College and they now decide who the president will be.

Because of its sovereign immunity the United States Government cannot be sued without its consent. Congress set up the Court of Claims in 1855 to hear pleas of people with claims against the government. The Court of Claims was later renamed the United States Court of Federal Clams(1993). This court is composed of 16 judges who were appointed by the President and approved by the Senate. Each judge serves a 15 year term. They hold trials hearing claims for damages against the Federal Government. They choose which claims to uphold and the claims will be paid when Congress appropriates the money for it. Appeals may be carried to the Court of Appeals for the Federal Circuit.
Most especially when there is a national meeting involving states, this is necessary intense of uniformity.

The President is of single prime importance to the entire executive branch of government, which includes most of the government employees. The enforcement of federal law is under his direction and he can choose to concentrate enforcement in certain areas and relax other laws. All government services are under his direction. He also is the commander-in-chief of all military forces. Congress passes laws and appropriates funds, but the President enforces the laws and spends the money. Further he is a single person, whereas Congress has 535 members.
