The Mesopotamians created the ziggurat because it was a temple for a certain god or goddess so they could descend from heaven and use the ziggurat as kind of a ladder. I like your answer, Scott. It makes some sense. The Bible indicates that the worshippers were attempting to ascend to the heavens at the tower of Babel. It has some kind of religious meaning. Could it have been an interface between two very different worlds? I had never thought of the reverse function of the ziggurats. The gods also needed a ladder to interact with the lower world! The gods of the Romans and Greeks also had human characteristics so the need for a ladder might have seemed very practical to the Mesopotamians. It could have also been symbolic rather than a true physical necessity. It may have represented the need for man to somehow be connected with the supernatural. The human race has always been fascinated by the many aspects of this mystical connection. Religious symbols point us toward God and attempt to bring man closer to the supernatural but who would have thought that just maybe the Ziggurats were designed to bring the supernatural closer to the human race!
