If you're referring to United State Supreme Court justices, then it is the members of the United States Senate who vote for them. Constitutionally they only need a simple majority vote of the full Senate to be confirmed. But before that happens, the judicial committee votes yes or no to recommend or not to recommend the nominee to the full Senate.
