The Taggart theme was undoubtedly a complete ripoff of Baker Street. Although the original Taggart theme (the one I'm familiar with) didn't have any sax. I just listened to the theme on Youtube to confirm it.

The Nightmare on Elm Street movies do not necessarily have a title for the name of their theme songs. They are generally referred to as the "Nightmare on Elm Street theme songs".
I found out that the guitar theme is part of the song called Hidden, on the Dexter OST :)
