President Woodrow Wilson included the idea in his "Fourteen Points" speech before Congress in January 1918. The "general association of nations" was the 14th point. The other 13 points mainly dealt with what to do when World War I (which was ongoing at that time) ended.

No. Theodore Roosevelt, The British and the French along with a cavalcade of so-called intellectuals known as the "insiders" came up with the League of Nations. Wilson just absorbed their input.
