I would first write down the show, the time and what exactly happened. I would then call the station and they could hopefully point you in the direction as to how to contact the program where the abuse occured. I would also call PETA (People for the Ethical Treatment of Animals) and report it and ask them what steps that they think you should take. Even though to some people PETA is too aggressive they happen to know a whole lot about animal abuse and have many connections.
