Out of everyone involved, Vladimir I. Lenin is the most responsible. He lead his Bolsheviks to victory in the second Russian Revolution of 1917 and took Russia out of the war with the treaty. And since all the Central Powers were plenty happy to take any surrender, Russia's leader was the one to work on the treaty.
