The black bands in the 1940's didn't get national attention because they were black, so they were mainly known in local areas. It wasn't until Cadillac Records started producing records of black artists that they got into the national radio stations and did concerts. Even then they wanted the people who came to a concert to remain segregated . All the way into the 1960's black entertainers like Sammy Davis Jr. couldn't stay in the Las Vegas venues where they were the star. In thinking about this question I can't think of a black swing band. I know the names of blues singers in that time, but nothing comes to mind in swing.
