Virginia was split by the Civil War
The northwestern counties of Virginia were much more pro-Union than the rest of the state, and in June, 1861, they formed their own separate state government. In 1862, the parts of the state under Union control petitioned for separate statehood. Lincoln approved this after exacting a concession that slavery be phased out. On March 26, 1863, the legislature adopted a new state constitution, and on June 20, 1863, the new state was officially recognized. (These actions were confirmed by the US Supreme Court in 1870.)
Because the Western counties of Virginia did not want secession, and were glad to separate out from the Eastern communities whom they had never liked.

Really just farmland for it was the frontier at the time. West Virginia didnt exist until 1860.
