Delhi is the capital of India and union territory is a area which comes under the control of the central government. So if Delhi will be a state it will be ruled by state government and there will be no central government to rule the rest of the India. This is the only reason.

India is currently(2012)divided into-28 states and 7 union territories:

The states, have their own elected governments, BUT union territories are ruled directly by the federal national government; the President of India appoints an Administrator or Lieutenant-Governor for each territory. As of 2006, there are seven union territories. Delhi was made the National Capital Territory in 1991 and is on its way to statehood
