Islam was formed during a time when polygamy was very common in several parts of the world, especially Arabia.
Islam was designed to be compatible with all races and cultures from around the world. Having said this, Islam limits the number of wives to four (a number that was incredibly low in Arabia 1400 years ago, where some priviliged men would have as many as hundreds of concubines).
Muslim's also have to meet special requirements in order to be able to marry more then one wife. One being that the man must treat all the wives equally, in every aspect of marriage (gift giving, love, attention, outings, etc) and if the man cannot do this then the Quran (Muslim's holy book) says that he can only marry one.
