Moses disobeyed God he didn't how he was instructed to.
He couldn't enter the promise land because he lashed out at the people because they were complaining, and God didn't want him to do that. It also could be because God didn't want the people to start to see Moses as God, so Moses had to die.
According to The Bible, it's because he sinned. God told Moses to speak to a rock and it would pour forth water, but instead, Moses struck the rock because he was angry, and because that's what he had done before.
Moses could not enter the promised land , because he disobeyed god. Joshua took over the job of leading the people. But Moses did view the promised land from a hill.
There is a secondary teaching that Moses wasn't meant to enter the Promised Land. The reasoning behind this is that he was the greatest of all prophets and had led the Israelites for so long that if he had remained their leader, they wouldn't learn how to be independent.

Number 20:9 So Moses took the rod from before Jehovah, just as he had commanded him. 10 After that Moses and Aaron called the congregation together before the crag, and he proceeded to say to them: "Hear, now, YOU rebels! Is it from this crag that we shall bring out water for YOU?" 11 With that Moses lifted his hand up and struck the crag with his rod twice; and much water began to come out, and the assembly and their beasts of burden began to drink.
12 Later Jehovah said to Moses and Aaron: "Because YOU did not show faith in me to sanctify me before the eyes of the sons of Israel, therefore YOU will not bring this congregation into the land that I shall certainly give them."
Deuteronomy 32:4 The Rock, perfect is his activity, For all his ways are justice.

Answer 2
He died first. Why that happened is a separate issue, but part of it might have to do with him being 80 years old when the trip started and it taking 40 years.
Moses was not allowed by God to enter into the Promise Land because he lost his temper and disobeyed a direct command from God. To directly disobey a specific instruction of God is a very serious sin. Even as the mediator of the Old Covenant of the Ten Commandment, Moses was one the greatest prophet of God, God need to make an example for all and sundry that sins carry consequences.
He struck the rock which was, by a miracle of God, made into a source of water (Numbers ch.20). He was supposed to speak to the rock instead. Striking the rock served to slightly diminish the miracle.
It should be self-understood that this criticism of Moses is only in proportion to his greatness. In the final analysis, he remained the most godly person who ever lived (Deuteronomy ch.34).See also:
