Because he didn't DO ANYTHING- He believed in a market economy and fluctuations were considered normal and inevitable.
Hoover believed the reason for the great depression was peoples lack of faith in the economy so that prevented people from reinvesting their money into the stock-market.
President Hoover believed that during tough economic times, people should (and somewould) help themselves. While Americans wanted their president to do something about the depression, Hoover wanted the Americans to do something about their "own" problems. Hoover stated, "The lesson should be constantly enforced that though the people support the government, the government should not support the people." He also said, "I do not believe that the power and duty of the general government ought to be extended to the relief of individual suffering." People blamed President Hoover because of his belief that government should be somewhat separated from the people. People of the 1930s wanted a frequently involved president.
Because of his insensitivity toward the people during the great depression. He felt it wasn't the governments job to help those who were in need.
Much of the blame for the Depression was placed unfairly on President Hoover. President Calvin Coolidge was to blame for part of the Depression.

At one time, a lot of people blamed Herbert Hoover. Many people today blame the Federal Reserve. Other people and organizations have been blamed, including banks, industrialists, and investors. The actual reasons are probably too complex to blame an individual or single group of people. There is a link below to an article on the Great Depression, opening to the section on causes.
Capitalism
Hoover believed in trickle down economics and he didn't provide direct relief to the poor. He also bailed out buisinessess.
Herbert Hoover was NOT a horrible president. Some people blame him for the great depression, but he did not cause it. He just happened to be in office when it happened. He took steps to improve the economy, but they took time to produce an improvement and the people voted him out in favor of someone who told them he would make American great again.
disgust for hoover
People blamed president Hoover for causing the Great Depression, so people made jokes about it. For example "Hoover carts".
