The aim of the Peace Corps was (and remains) to try to secure the advancement of underdeveloped countries in a way whereby they learnt the importance of moving forward in a democratic, honest manner that enabled them to become secure and stable democracies that genuinely cared about the welfare of their people, and did not resort to violence, corruption or Dictatorship as a method of attaining Western standards of living.

Some of the 20th Century's worst dictators, such as Hitler, Stalin and Mao Tse-Tung, did indeed achieve great technical, structural and agricultural advancement for their countries, but at the terrible price of also being genocidal tyrants who killed millions of people.

Kennedy wanted to avoid this happening- he knew that these advances could be achieved without having to resort to tyranny in the process. This is what the Peace Corps was for- to teach and educate this fact.
