The European Union wasn't formed instantly. It is a result of the combo of various institutions that initially promoted a European Community. This turned to a Union, after agreeing on the basis of a treaty.
After World War II, Europe was of course in a bad state: markets were torn apart, families couldn't afford products financially, states had too many debts (for the war). USA tried to help (Marshall Plan) in order to contain Europe from the Soviet bloc with the spreading of communism.
However Europe could only take this aid if they formed coalitions (a bloc) on their own to stand stronger against Soviet Russia. And so they did.
France and Germany were the first with the ECSC. So basically it all began with economic intentions: sharing and trading equals helping. Besides, France and Germany relations would ease up after the ECSC since they had become partners.
