The laws of God have always existed. They were merely "written down" for us in these last days at the time of Exodus:
"...This is he [Moses], that was in the church in the wilderness with the angel... and with our fathers: who received the Lively Oracles [the written, inspired laws of God that Moses wrote down, as well as the Commandments written with Jesus' own finger - Ex.31:18] TO GIVE TO US..." (Acts 7:38).
"...Sin is the transgression of the law." (I John 3:4)
The Commandments of God were given to Adam... and known by the generations of the "Old Testament world."
Adam and Eve "chose another god before their Creator [#1]... they coveted that which was forbidden them [#10] and idolized it [#2]... they dishonored their Parents [5]... they stole what wasn't theirs [8]... they lied about it afterward and refused to take responsibility for their actions [9]." They "sinned": broken Commandments, all.
"...the Lord said unto Cain... if thou doest not well, SIN lieth at the door..." (Gen.4:6-7). Sin is the transgression of the Law.
"...the cry of Sodom and Gomorrah is great, and because their SIN is very grievous..." (Gen.18:20). Sin is the transgression of the Law.
Gentile kings knew God's Commandments from the beginning: "...Abimelech [king of Gerar - Gen.20:2] called Abraham, and said unto him, What hast thou done unto us? ...thou hast brought on me and on my kingdom a great SIN?..." (Gen.20:9). Sinis the transgression of the Law.
Noah was commanded to take, not TWO but SEVEN, of each of the CLEAN animals onto the ark [Gen.7:2-3]. The healthy dietary laws were also known to man from the beginning. That way... Noah and his family had fresh meat to eat during their ocean cruise.
All that happened in Exodus was the "writing down" of the laws of God, for you and I, today in these last days... the generations so far removed from the time of creation -- it was not the beginning of the law.
Nor did God "create evil" in the sense that Satan did. The "evil" that God "creates" is in "allowing adversity, mistakes, calamity, grief, trouble to happen" in the lives of men, as influenced by the god of this world whom man chose to worship in the beginning.
It's in God's "allowing evil" [the inspired word; 'ra']; adversity, misery, trouble, calamity to come about in our lives, that "character" is developed -- whether it's good character or bad. It all depends upon how a person "deals with it."
"Blessed is he that considereth the poor: the Lord will deliver him in time of trouble." [same word as "evil" in Isaiah 45:7 -- "ra"]
"...for yet my prayer also shall be in their calamities[same word; ra]." (Ps.141:5)
"...ye have this day rejected your God, who Himself saved you out of all your adversities [same word; ra] and your tribulations..." (I Sam.10:19).
"...Blessed is the man whom thou chasteneth, O Lord, and teachest him out of Thy law; that thou mayest give him rest from the days of adversity [same word, ra], until the pit be digged for the wicked." (Ps.94:13)
"When Sanballat the Horonite... heard of it, it grieved[same word; ra] them exceedingly..." (Nehemiah 2:10).
"...the Lord God prepared a gourd, and made it to come up over Jonah, that it might be a shadow over his head, to deliver him from his grief [same word, ra]..." (Jonah 4:6).
The majority of our "grief, adversity, calamity" caused by our "sins" [our wrong thinking and doing against God's laws] is "self-punishing" -- "self-correcting"... in that the resulting misery and suffering we bring upon ourselves by breaking God's laws... teaches us the ways of evil and where evil leads. Which may lead us to the point of "repentance," "forgiveness," and turning to our Creator for "salvation."
Life's "evil" ['ra'] is a learning and growing process.
And some of it is put upon us by the wrong thinking and actions of others.
In every case, however... our character is tested and exercised and developed by how we deal with "ra" -- the "evil" that God allows in the world He created.
