The Vietnam War was the last use of the draft in the US. During the cold war, mobilization of the military reserves was looked upon by both the Soviets and the US as preparing for total war. Upping the defensive posture; upping the ante. To avoid "upping the ante" (to avoid having the Soviets mobilizing THEIR reserves), the US chose to fight the Vietnam War with concripts (draftees).
Mobilizing the reserves was a "red flag" for cold war escalation. We didn't want to alarm the Soviets...activating reserves was an indicatin of preparing for total war; so we used draftees instead.
Becasue it was a very unpopular war. People weren't signing up to go fight for there country like they were during WW2. There was no visible threat, it was just a political view the world of democracy was fighting.
The US has an uncanny approach to war, getting involved is only ever to their own advantage, war is a part of their culture - the spoils of war far outweight the initial cost.
