I have worked with feral cats (these are cats who have been born outside and lived on the streets their whole lives - never been pets), and every one of them will cover his or her leftover food. I believe that it is an instinct that comes from the need to hide their food from other animals - both because another animal may eat it, and also because the other animal would then know where the cat lived.
Cats cover their poop after they go potty naturally. this is because when cats are in the wild, predators can track them down by the smell of their poop. i know it sounds weird, but it works! so the cat will cover up their poop so the predators cannot smell it! smart, huh?
Cats cover their waste because, it's a dominance, or rather, submissive behavior. In the wild, cats cover their urine and feces to show their submissiveness to the alpha feline. When they leave it uncovered it's because they think they're dominant to you - it's a way of leaving their scent in the room.
Cats are actually VERY VERY clean animals. When they make feces they cover it up to keep the area nice and clean. The whole reason why we use litter itself is for this reason. Cats normally prefer to go in a loose soiled area and enjoy fresh litter. ^_^
Probably because thy don"t like it. If the cat is also eating random stuff off the floor, too, then that is another sign that the cat does not like its food. Glad to help!!!

Give the child more time to become accustomed to the potty. Try a reward system (something small like a cookie or cracker) for peeing in the potty and explain that the same works for poop in the potty, too, but not for poop in the diaper. Maybe after a while if they poop in their nappy give them a time out for not doing what they are supposed to do.

Ask your neighbor to move where they feed the cats or to pick up the poop themselves. If they don't, tell them you are going to file a police report.

They want to cover up their buisness. They do not want people to know they have done a pee/poop and try to cover it up. Howver indoor cats owners always dig it up :)
