Check the alignment of the pulleys and make sure the belt is at the right tension. One end has an adjuster on it.
Check for a gas leak maybe on the belt and check the belt for alignment.
the belt might be to small try getting a smaller one
The most common cause for a belt coming off is the belt tensioner is worn out. When this happens, the belt is not alighned with the other pulleys I.E. Power steering, A/C compressor, water pump.
Your belt is either to big or just plain worn out.
remove the old belt and remove your trouser's belt off and put into the fan

There is no fan belt.The fan is hydraulically controlled.Are you asking about the main drive/accessory belt?
REMOVE THE SINGLE DRIVE BELT, THEN REMOVE THE 4 MOUNTING BOLTS BETWEEN THE FAN AND THE BELT PULLEY. THE FAN MIGHT NEED TO BE WIGGLED OFF
Take off fan shroud and fan. Loosen belt tensioner. When you take of belt remember how it went on and just replace.
first off there isn't a fan belt on the 99' so if your fan isn't working its a burned up motor, or the fuse has been triped.

first u must loosen bolt on power steering belt tensioner till the belt will come off ,then loosen alternator bolts and push alternater till belt is loose enough,then take fan belt off ,install new fan belt,use crowbar on alternator to tighten fan belt,then put power steering belt back on and tighten tensioner till its at spec. then retighteh tensioner center bolt.
