I am not sure, I suppose for some of the same reasons other countries students drop out of school. Pressure, overload, etc.
Reading some of these questions makes me wonder if some of them ever went. I think students should be able to drop out of school because they need to make their own decisons. I think that dropping out is not right but if there was a law that forbidded that then the students that wanted to drop out will probally just end up failing classes and getting into trouble.

Since students get to choose their classes, except for subjects that are relevant to all students, they can choose those that are relevant to them.
