Check the vacuum container in the engine compartment for a teeny tiny leak (cruise control may or may-not be affected) not allowing the vacuum operated diverter to hold open.
The information on this site : http://www.imcool.com/articles/aircondition/fix_vacuum_line.php helped me fix the problem...it was temporary and we ended up bypassing the programmer and attaching two of the hoses with a jumper my cousin rigged up. I think it was the blue and pink hoses. If you live where it's hot, like Arizona, the rubber connectors just turn to putty.
