Young person is more dependent on others and an adult is more independent and doesn't need others as much as young people. Also adults are more mature and know more about what right or wrong and young people are still learning or still maturing. The last thing is that young people can still be taught not to do bad things while adults you can't do that as well.

My guess is to target youngsters and young adults. If youngsters and young adults starting doing drugs or smoking, the companies that produce these products will benefit, because of the long term relation they will have with the youngsters/young adults. They will get more and more money.
