Blower motor relay is probably bad. I just ordered one for mine and fixed it pronto. It only costed $16.00. The resistor is located in the firewall on the passenger side and can be a real pain to remove. I ended up getting frustrated trying to finesse the little spring latch with a tiny screwdriver (like Alldata tells you to) and yanking it out by the wires. Luckily, I didn't tear anything up. This diagram shows where the resistor is, but there is no way to get behind like shown.
when a blower motor only works on high, it is usually due to faulty resistor board. Should be located in the duct near the blower. the purpose of this is so the air blown by the blower keeps the resistors cool.
replace the blower motor switch
The blower motor speed resistor is burned out.
If it has only high speed, the blower motor resistor has to be replaced to get all speeds back.
The blower motor resistor pack is bad.
Replace heater motor resistor.

either the control head is bad or there is a blower motor resistor that is bad.
First check the fuses. If the fuses are okay I would suspect the switch and plug had a meltdown or the blower motor itself is shot. If it was the blower speed resistor that was shot you would still have high speed.
