It probably has something to do with the viscosity of the oil that is in the crank case. The heavier the oil the harder it is for the engine to turn over when the temperature goes down. In some of the most northern climates at the end of the work day the oil is drained and brought inside and kept hot overnight and reinstalled into the engine in the morning.
The colder it gets, the less amperage a battery can deliver. It also may be that your battery is weak and is affected by cold. A battery has 1/3 the amperage at 0 degrees Fahrenheit than it does at 70 degrees F.
"Not crank" as in the starter not cranking the engine over, if the battery cables and connections are clean and tight have the battery tested. Sometimes cold weather will finish off a weak battery. Also, be sure that you are using 5W-30 or 5W-20 oil.

Dim headlights, Flickering headlights, Starter sounds sluggish when cranking, Battery light comes on or flickers, Voltmeter drops below 13 volts with engine running,
when cranking the engine the battery voltage should not fall below 9.6volts if so replace battery
The starter is on the front of the engine on a Neon. It is below the intake manifold.
The starter is accessed from below the engine. See "Related Questions" below for more details on replacing starters...
a battery should be reading 12 or 13 volts at full charge you would need it over 10 volts but its hypothetical as it depends on the engine size10 To add it's not the voltage that turns the starter motor it is the amount of what is called cranking amps or cold cranking amps cca which refers to the amount of amps when 32 degrees Fahrenheit or up. If you have below the specific amount of amps for your starter it will click, turn but very sold, or do nothing. A 12 volt battery typically needs 400+ amps to start the car. While 5 volts means your battery is dead having 12 volts does not mean your car will start.

As you are facing the engine from the front of the car. The starter is on the back side of the engine below the fuel intake assemblies.
