Just because a Battery is new doesn't mean that it's fully charged and some starters are known to fail, the way you can find this out if either has failed is to get a volt and or amp meter and check if power is going from the Battery to the Starter and in the case of the Battery check how many volts are available. If there are only ten volts, that could be the cause of your car not starting.
