I had the same problem with my 1967 impala. It was the ignition. There where melted wires. so it would not shut off. That would be the cheapest and first place I would look at. it would start but not shut off.

It could be the coil pack or the crankshaft position sensor. run the codes by turning the key on, off, on, off, on without turn the key to start position. shotly after the check engine light goes off, the check engine lght will flash 2 digit fault codes. if 11 is one of the codes its likely a bad crank sensor.

The "bulb check" feature of most cars work by all coming on momentarily as the key is turned to the "on" position before turning further to the start position, then go out if there are no problems after engine is started and running.
