Your body has a lag feature built in as far as heart rate is concerned, when you start exercising in a session it takes a certain amount of time for you to reach your optimal heart rate (most efficient). In this first phase you can be exercising at a much higher rate (power) than your heart rate is reporting because of the lag. Its like a steam train shoveling coal on the fire to go faster, it takes time for the energy to get to where it needs to go to increase the effort.
So a similar effect is true when you stop exercising intensely, your body needs to cool down/warm down again to pre exercise levels, and part of this is reducing you heavy breathing, and like heart rate, its a lag time involved, so after you stop your breathing still stays high, but gradually or quickly falls (depending on your recovery ability which is dependent on your fitness)
During exercise we often use a secondary energy release mechanism called anaerobic respiration, which releases energy from glucose without the need for oxygen, which the blood can deliver to the muscles only so fast. One of the products of anaerobic respiration is lactic acid, which builds up in the muscle, (it's what causes the feeling of tiredness). When we stop exercising we still need an increased amount of oxygen to 'burn' away the lactic acid so we continue breathing heavily until it's gone. We sometimes describe this process as building up an oxygen 'debt', which has to be repaid with the continued heavy breathing.
