In most auto ac units, the ac compressor is "at rest" below about 1500 rpms. You usually don't notice it at idle during normal driving because you are stopped at fairly quick intervals. Once the engine has stopped, the inside temp has risen noticeably and you feel the circulated warm air before the compressor kicks back in. The compressor is also designed to cut out over about 4000 rpms. A sensor picks up on the heavier load of the engine and disengages the compressor to supply the extra power needed.
Does the engine turn over but not start or it does not turn over till cold? If the latter is the answer then your kick start is the problem. REPLY The car turns over but wont start.

the heater blows warm air when fan is on low but blows cold air when fan is turn to higher setting
If it still blows cold when it is at running temp, check the engine thermostat, its probably stuck in the open position.

My 1998 Intrigue did the same thing after battery was replaced. Found the answer online. Turn the AC and car off, disconnect the battery, wait 5 minutes, open both front doors, reconnect the battery, start car, turn on the AC full cold. This resets the computer and the AC works perfectly!

Cold boot, also called a hard boot, is starting your computer from a completely shut down state. You turn the machine on when it has no electricity running. Warm boot, or a soft boot, is nothing more that using the restart function - you don't shut the power off, you use the software to restart so the operating system.

Press the power button or go to start>Turn off computer>restart
If you restart it in the menu with the mouse or keyboard then it's a "Soft" or normal reboot. If you have to restart with the power button (or restart button on older Macs) on the side of computer case then its a "Hard" reboot.
