I had this exact problem in my 98 Regal. Turned out there was some major wiring issue that needed to be taken care of. It wasn't terribly expensive to fix, but it wasn't cheap either.
My turn signals are not working on my 92 buick regal.
Take off positive battery cable.

I have checked the gas cap and pressed the reset button

The 1939 Buick had the first flashing turn signals. They became standard after WW2.
Buick was the first American car company to offer flashing turn signals in 1939.
On the left side of the front dash by the reading gauge there is a nob that looks like an oven nob, turn the nob to the left to turn the lights on. Below that is the wheel to brighten or lessen the reading gauge panel.
The radiator cooling fan will run to cool the radiator to below the fan turn on temperature. You may want to have your cooling system checked if it happens regularly as your Buick may be running hotter than normal when driving.
