Why dont people get a chance to vote in the act of sopa pipa and acta?

Becase both houses of Congress withdrew their bills and they were never even introduced or considered. The "people" wouldn't get a chance to "vote" on them anyway, because the US doesn't have that type of government. We have a 'representative" type of government whereby we elect Senators and Representatives to represent us. Therefore, they, in effect, are (supposedly) speaking forus.
