A large majority of the population in Malaysia comprise Malay Muslims and it is of the utmost importance for them to consume meat that is lawful or permissible. Halal food is consumed by Muslims as a fundamental practice, and the Koran states that the followers of Islam are meant to eat food that is prepared only by the halal method of slaughtering meat. The opposite of halal is haram, which means it is not permissible.

If the food is made by Pudists and Sikh, "is allowed" so long they did not slaughter the animal themselves and so long you trust them. But if they slaughter the animal, their food is no more Halal because they are not people of the book like Christians and Jews. Improved above.
When it comes to meat, it depends on how the animal was slaughtered. So if the marmot was slaughtered according to Islamic dietary law (Zabihah) then it would be considered Halal or a permitted food.

Don't know what 'tbhq' is, but pure citric acid is definitely halal, because it is naturally occurring in fruit (juices). However it also comes as food add, eg. in meat, and it will not make that meat halal if it wasn't so already.
