There are a number of stated reasons. One is that he was just considered totally ineffectual. He really didn't accomplish anything.

Some say it was because he was the first "Process President." A Process President is one who puts more emphasis on how things are done than what is actually accomplished.

He might have also had difficulty being a leader and may have demotivated those under his power.
