Because it was inhabited by people from all over the world. Native Americans were mostly killed and sent away from their original lands and the new nationalities had been fighting for more lands with each other for a long time.Now the Dutch, the British, the French, the Spanish, the Irish, the Germans , the Carribeans, the Chinese, etc. seem to comply a nation, but their great grandfathers' origins were different + millions of Black people were forced to live and work there (from about 1620 to 1860) and they have fought serious fights for their equal treatment and rights.

Yes, a Navy ship is considered "sovereign U.S. Territory" and hence attacking it or boarding it is considered an attack on the US itself. Although this could be considered true for navy ships of any nation being regarded as their sovereign territory. I would be unsure as to how this holds up if said ship enters another nation's territorial waters though.
