It depends on a number of factors. If your kitchen faucet is far away from the water heater, if the diameter of the pipe is too wide, if the flow rate is too slow, or if the cold pipes pull too much heat out of the water it will take longer to heat.

No, you have to attach a garden hose to the fitting at the bottom of the tank. Often the tank will have sediment built up in it and the water will drain very slowly from this.
