Among Western countries and keeping in mind that we are talking about State, not State plus private funding, that is primarily true for the US. One of the reasons is that in the US, more adults per 1,000 citizens are behind bars than in any other Western nation. And that has to do with on the one hand a judicial system that believes in the benificial effect of very long prison sentences. On the other hand it has to do with the system of plea bargaining in the US in which people are convicted to those prison terms on little more than their own admission of guilt, usually made under the threat that if they plead not guilty, the DA will then 'prove' that guilt and ask for - and get from the Court - a much harsher sentence. And if you have all those people behind bars, the US Government has to invest heavily in jails - which are nonetheless habitually overcrowded.
As to education: almost all Western countries make a point of having a standard - and good - level of education on any and all of their schools and universities. Practically all of those countries as a result spend much more on education than on jails or even Defence, also because State funding of schools and universities is the norm, resulting in usually low tuition fees.
The US has a tradition of private school funding through often high tuition fees for Colleges and Universities and through donations by alumni who often make large contributions. That money first of all does not count as 'Government spending'. Then there is the fact that the US Government is chronically short of funds with income tax rates being much lower than the average for Western countries. In a situation like that and given the US' policeman's role all over the word with all its financial consequences, things like Defence spending are first in line and Education stands in the back. So Community Colleges and inner-city schools - who cannot ask for high tuition fees and who don't usually have rich alumni - often get the short end of the stick.
Yes, money spent on the education of girls is a wise investment. Educated girls and women have better opportunities for employment, contribute more to their communities' economic development, and are more likely to invest in their families' well-being, including health and education. Ultimately, educating girls helps break the cycle of poverty and promotes gender equality.

In the past 5 years or so, Chelsea have spent more money. But, in the past, United were also big spenders. Overall though, I would say Chelsea have spent more money.
They feel too much money is being spent on it, while things that need money in society are not getting it. They feel it would be better to spend more money on things like health, education etc.
