She didn't know what was happening within her country.

She didn't help with the poor and starving.

She didn't improve working conditions, child labor or improve health conditions.

She was a terrible mother. Controlling her children's lives marrying them off to other countries.

I don't know if you could say that she was "a bad queen" - she helped to solidify Britain's place as the world's superpower - but she turned a blind eye to a number of problems that were happening within her realm, something that is not characteristic of great leaders. The workhouses and poor laws in England plagued the lower classes, filthy industrialization and child labor in the North, more children were abandoned on the streets of London during the years of her reign than any other period, she was decidedly anti-feminist as the suffragette movement developed, prostitution was rampant while she preached good manners. This doesn't include her oppressive regime in India and in Ireland - including the Potato Famine, during which she allowed food to be exported from Ireland and did very little to aid the starving population as she vacationed in their land.

Plenty of great things happened to Britain during her reign, especially in the arts and sciences - but I don't know if they were a direct result of her rule. Plenty of atrocities occurred, and she let them happen.
