The Japanese military leaders were getting desperate to defeat the enemy. They had lost a lot of their naval fleet, weapons, bombs, plane and pilots. They chose to sacrifice their least skilled and experience pilots and planes. They hoped the planes would sink the rest of the USN fleet ships to prevent them from advancing to the mainland of Japan. They did a lot of damage that way. Suicide is not the taboo thing for the Japanese that it is to the American peoples.
In large part they were running out of experienced combat fighter pilots. It was much faster to train raw recruit pilots how to crash their planes into Allied ships than to fight other planes.
It was out of desperation. The Japanese were running out of ways in 1944 & 1945 to inflict serious damage on American naval forces in the Pacific. There was a serious shortage of skilled Japanese pilots. Most Japanese air attacks on US combat ships had become suicidal to an extent by late 1943. The Kamikaze pilot did not need to be as well trained as the regular operational pilot. So the Japanese could recruit & train larger numbers of low-skilled pilots to man their suicide air units, than they could fill the necessary positions of their regular flying units manned by skilled pilots.
