MAYBE HE ISN'T EMOTIONALLY READY TO SAY THAT!!! == Boys/Men have trouble verbally expressing themselves and sometimes showing it. They sometimes try and show you their feelings through their own ways that they may know how so keep an eye out for these little gestures. As well as the above said he just may not be ready for that type of commitment or believe he loves you at this time. Don't be overbearing or pressure him with this as it will just push him away and could cause a break up. Let him experience his emotions as they come to him and let him express what he wants when/if he wants to - you cannot force someone to do or feel something they may not. Not all relationships are going to end in "love" or experience it.
