Electrical contacts in the first 2 positions have become either corroded or burned. Replace fan speed control switch.
It's either one of fuses or wires. I would check the fuse box first.
wires are connected opposite to what they should be in the switch
Dimmer switch (rheostat burned out?) Headlight switch?

If you assume that transmission is in a good condition, the only thing which can do to that is neutral safety switch.
This would be a single-pole, double throw, shorting-type switch.
Hi, I have had the same problem in two Camry's, it is a faulty/worn ignition switch an easy way to over come this is to fit a cheap relay into the starter circuit external to the starter, this will fix it.
Check the switch at the brake pedal .
check the switch on the transmission. check the bulbs and the fuse.
either the switch is fallty or one of the fan coil is brocken or rusty , if you want to varefy ,, unplug the switch and test it with multimeter
You can find to right of the exhaust manifold sticking out to the engine.
