Also when you say high do you mean just setting "5" if so than it is simply a fauly/blown fuse it should be in the fuse box in the glove box labeled some thing like "hvac fan" or "hvac low".

In my 1998 Grand Prix, The Cover is only held in place by clips. Just carefully pull the cover off and it should come off with ease..
