you maybe needing to replace your speed sensor. mine is doing the same thing and that is what is wrong with it
Had the same problem off and on in my 1999 Taurus. The speedometer needs to be replaced. The problem is in the speedometer and not the transmission like I was initially led to believe. Most likely a loose connection or bad sensor it is electronic
If the speedometer is not working but the odometer is, I would suspect the dash cluster is at fault. If both speedometer and odometer are not working I would suspect the speed sensor on the transmission is at fault.
If the speedometer and the odometer are not working, I would suspect the VSS (vehicle speed sensor). If only the speedometer is not working I would suspect the instrument cluster has problems.

It could be a problem with the speedometer assy, since the two are actually one unit. It could also be a speed sensor which is located in the transmission housing on the the right side output drive axle housing.
The odometer on a 96 Ford Explorer is tied into the speedometer. If the speedometer is working then there is a gear problem inside of the speedometer causing the odometer to not work.
Not knowing the year, make and model vehicle it limits how much we can help you. If the speedometer cluster is digital and both the speedometer and odometer is not working I would suspect the vehicle speed sensor is at fault. The gears in the speedometer are stripped. If the odometer is working then you have input.
