Bedbugs are often difficult to kill. Rubbing alcohol may be helpful to kill them only when used as part of a treatment. First vacuum all areas suspected of harboring the bugs or their eggs. Dispose of the vacuum bag immediately. Wash and dry all washable items in as hot of temperatures as they can stand without ruining them. Use a hand steamer to cover all areas that will tolerate the heat and moisture. Then spray the area with at least a 9:1 91 percent alcohol to water solution. Let dry. Continue to use the alcohol spray whenever bedbugs are seen or to treat small creviced areas.

Not knowing what you mean by dangerous, iso-propyl alcohol (standard rubbing alcohol, either 70% or 99%) should have no effect on a carpet other than to kill 99.99% of bacteria and viruses in the carpet.

Help it ventilate thoroughly and the alcohol will evaporate out very quickly. The rest will be water (10% - 50%). Just be patient and it should dry out without leaving much of a stain. It might end up cleaning the carpet in the spot where in spilled.
