YES. Most commentators on Hillary Clinton's campaign (both for her and against her) have more-or-less agreed that a vote for Hillary Clinton is a vote for a Third Term for Barack Obama. She appears to want to continue many of his policies, including those as concern foreign policy.
That being said, I disagree with the implicit claim in the question that Barack Obama has been strong on foreign policy. He has been weak and seen as weak by other foreign powers, most notably, Russia, China, and Iran for his policies concerning non-action in Syria, exclusively performing air-raids against Islamic State (now having lost the Arab coalition), not taking any serious action to stop North Korea from creating a nuclear arsenal, and making a deal with Iran that allowed Iran to recover $150 Billion in frozen assets that Iran is now using to provide rewards to the families of Hamas terrorists who die in the War Against Israel. As a result, these traditional enemies of the United States have become more prominent in their local spheres of influence.
