Facebook will likely have to become a pay service if the bill passes. This is due to Facebook generating the majority of it's revenue through Data mining operations that specifically target audiences for advertisements based on their web histories and browsing trends.

Without this targeted marketing, Facebook will not be able to generate enough advertising revenue to maintain it's current hosting and bandwidth costs, making the service non profitable.
