Sadam Husien had been killing a specific "tribe" of Iraqi citizens called"Kurds." On one account, Saddam had ordered planes to fly over the Kurds village and drop toxic gas. These actions, according to the dictionary term, do constitute as genocide acts, because he was purposely attacking a specific group or race.
