No it is not tex mex food. Tex Mex food is basically Mexican food that has been altered to be more American. For example using cheddar cheese instead of real Mexican cheese in a recipe. Tex Mex food is also food that has a Mexican feel but is really invented in the US like nachos.

Cajeta originated in Mexico so it does not have American roots and is therefore not Tex Mex.
