No, because the Netherlands is part of the Visa Waiver Program (this is for stays less than 90 days - for +90 days you do need a visa). However, you do need to get travel authorization through ESTA. See http://amsterdam.usconsulate.gov/visa_waiver_program2.html.

You can complete it online, and I think it only costs a few dollars, and it's really no hassle at all.
